

The tragic death of a Filipino household service worker in Kuwait — unfortunately not the first such case — has once again highlighted the vulnerabilities faced by overseas Filipino workers (OFWs).
Senator Christopher “Bong” Go, a staunch advocate for migrant workers, renewed his call for government agencies to ensure round-the-clock availability to address the needs of OFWs and their families during times of crisis.
“This is a heartbreaking tragedy for the family of our kababayan. Government agencies must always be prepared to assist in such situations. We cannot neglect them,” Senator Go emphasized.
“The sacrifices of being away from their families and working abroad to provide a better future for their children are already immense. It becomes even more painful when tragedies like this happen. We extend our deepest condolences to the bereaved family,” he added.
The Department of Migrant Workers (DMW) has confirmed that the remains of the victim, found in an advanced state of decomposition, will be repatriated following the completion of investigations by Kuwaiti authorities. The victim had been missing for two months before her body was discovered.
This tragic incident is the latest in a troubling pattern. High-profile cases such as Jullebee Ranara in 2023 and Joanna Demafelis in 2018 underscore the risks faced by Filipino domestic workers in Kuwait. These incidents have previously prompted temporary deployment bans and intensified calls for stronger protections for OFWs.
“Incidents like this should never happen again. The government must ensure adequate protection for our fellow Filipinos, wherever they may be in the world,” stressed Go, vice chairperson of the Senate Committee on Migrant Workers.
Senator Go has been a leading advocate for OFW welfare through legislative action. He is an author and co-sponsor of Republic Act 11641, which created the DMW to streamline services for OFWs. Additionally, he has filed Senate Bill 2297 to institutionalize the OFW Hospital and Senate Bill 2414, or the “OFW Ward Act,” which aims to mandate dedicated care for migrant workers and their families in all hospitals under the Department of Health.
“The establishment of the DMW and the OFW Hospital is just the beginning. We need to strengthen our support for the modern-day heroes,” Go said.
The senator emphasized the need for a stronger support system for OFWs, especially during emergencies.
“The families of our OFWs should not have to worry about who will help them in times of need. That is why I always say — agencies like the DMW and OWWA (Overseas Workers Welfare Administration) should provide 24/7 services,” he stated.
Go also added, “As for our embassies and consulates, prioritize the welfare of our fellow Filipinos. Your offices should always be open for them.”
He underscored the importance of immediate legal and financial assistance for affected families, emphasizing that migrant workers are vital contributors to the country’s economy.
The issue has reignited discussions on bilateral labor agreements between the Philippines and Kuwait. While recent negotiations aim to address these concerns, Go insisted that a more comprehensive approach is necessary to ensure the safety and well-being of OFWs.
“Words are not enough. We must ensure that every Filipino working abroad is safe and protected,” he stressed.
