
The Land Transportation Office (LTO) announced Saturday that it has preventively suspended the driver’s license of the truck driver who rammed multiple vehicles at the Skyway At-Grade Southbound in Parañaque City, leaving one person dead and at least five others injured.
LTO chief, assistant secretary Atty. Vigor D. Mendoza II, said the license of the truck driver and the Suzuki UV van carrier with license plate JAO-6376 have already been placed under alarm to prevent any and all transactions while under investigation.
Mendoza said they have already issued a show-cause order against the driver and the registered owner of the truck, a resident of Davao del Norte.
Based on the report obtained by the LTO, the truck appeared to have lost its brakes while traveling in Barangay Sun Valley, Parañaque City, at 7:45 p.m. on Friday. This resulted in the truck hitting several motor vehicles in the area.
In the order signed by LTO-Law Enforcement Service director Eduardo de Guzman, the registered owner of the truck was directed to appear before the LTO’s Intelligence and Investigation Division at the LTO Central Office in Quezon City and submit a written and notarized explanation as to why he should not be held administratively liable for the incident.
The administrative case is for Employing a Reckless Driver (Para. 7, Title IV of DoTC — JAO 2014-01).
On the other hand, the driver of the truck was also asked to submit a written and notarized explanation as to why he should not be charged with Reckless Driving (Sec. 48 of RA 4136) and why his driver’s license should not be suspended or revoked for being an Improper Person to Operate a Motor Vehicle (Sec. 27(a) of RA 4136) in connection with the incident.
He was also asked to immediately surrender his driver’s license to the LTO.
“Failure to appear and submit the written comments/explanations as required shall be construed by this Office as a waiver of your rights to be heard, and the case shall be decided based on the evidence at hand,” the SCO read.
