‘Zambo’ jail eyes baseline research
According to Solda, the program for persons deprived of liberty should always be supported by evidence and data and stressed that they already have their proof of concept

ZAMBOANGA CITY — The Zamboanga City Reformatory Center male dormitory is set to conduct a baseline research study on the different aspects of the jail operations inside the facility aims to ensure the stability, continuity and sustainability of the program.
ZCRC Jail Warden Supt. Xavier Awican Solda on Sunday revealed that the research study aims to establish baseline research data on jail operations for policy and development purposes.
Solda — who will personally conduct the study — is a graduate of the Philippine National Police Academy Class of 2008 and a product of the Development Academy of the Philippines and the Ateneo School of Government.
He was awarded by the International Corrections and Prisons Association in Antwerp, Belgium on 26 October as an "Outstanding Correctional Service Employee of the Year."
According to Solda, the program for persons deprived of liberty should always be supported by evidence and data and stressed that they already have their proof of concept.
"I realized we should not always make a program for the and implement it, we have to ensure the stability, continuity and sustainability of the program," Solda said.
"We also want to study the reasons why they were jailed especially on specific age groups, like 18-30 years old, 31-40, 41-50 and those above 60 as to why they have violated the laws," he added.
Solda also stressed that the study is necessary to have a good appreciation on the kind of intervention the government is providing along with the social services being extended to the community.
"This will make the city government aware of the reasons why PDLs violated the laws at a certain group age bracket,"he said.
"It will also allow the city government to adopt an intervention to address the situation and align with the programs of the different government agencies at the national level, the government can establish more sound policies and advisories because its evidence-based basis is grounded," he added.
