New China ambassador to the Philippines Huang Xilian on Friday stressed the importance of sharing experiences of governance “so as to serve the people better.”

Huang made the remark in a speech at the thematic briefing on the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China, held at the Makati Shangri-La Hotel.

“As ruling political parties of developing countries, both the Communist Party of China (CPC) and the ruling political parties coalition led by the PDP (Partido Demokratiko Pilipino) (should) shoulder great responsibilities to further develop their countries and improve the capacity for governance,” Huang said.

Present during the meeting were Honorable Wang Ning, Member of the Standing Committee of the CPC Beijing Municipal Committee, president of PDP Sen. Koko Pimentel, Deputy Speaker of the House of Representatives Dong Gonzales Jr., vice president for International Affairs of PDP, Secretary Raul Lambino, leaders of the NP, NPC, Lakas-CMD and NUP, and distinguished members of the Filipino-Chinese community.

In his remarks, Huang highlighted the Fourth Plenary Session of the 19th CPC Central Committee held in Beijing last October. He said that the session was of groundbreaking and milestone significance on three aspects.

First, the Session was held on the occasion of the 70th anniversary of the founding of the People’s Republic of China, as well as the year when China is completing its endeavor to build a moderately prosperous society and achieve its first centenary goal.

Second, the theme of the Session which is upholding and improving socialism with Chinese characteristics and modernizing its national governance system and capacity is of fundamental importance to achieving the second centenary goal.

Third, the Session is a fruitful meeting that will have a far-reaching influence with its most important outcome, the decision adopted by the CPC Central Committee to uphold and improve the system of socialism with Chinese characteristics and advance the modernization of China’s system and capacity for governance.

Huang also mentioned that the year 2020 marks the 45th anniversary of China-Philippines diplomatic relations. The ambassador said he is ready to make all efforts to work together and further promote high-level exchanges, facilitate practical cooperation and enhance mutual trust and understanding between the two countries. He is convinced that China-Philippines relations are bound to deliver more fruitful outcomes in the years to come.
