President Ferdinand Marcos Jr. led two key events under the government’s flagship Expanded Pambansang Pabahay para sa Pilipino (4PH) program in Valenzuela and Caloocan cities Tuesday.

Accompanied by Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling, Marcos first led the ceremonial distribution of housing unit certificates to beneficiaries of the Disiplina Village Arkong Bato in Valenzuela City.

The National Housing Authority (NHA), a DHSUD key shelter agency, developed the Disiplina Village project under the expanded housing initiative.

The development is designed to provide 960 housing units for eligible informal settler families living in dangerous areas of Valenzuela City and those affected by the Supreme Court directive to rehabilitate Manila Bay.

Nine buildings comprising 333 units have been completed under the project’s first three phases, with relocation operations underway since April 2026.

Following the Valenzuela ceremony, Marcos traveled to neighboring Caloocan City to distribute land titles to beneficiaries of the Enhanced Community Mortgage Program, managed by the Social Housing Finance Corporation (SHFC).

The administration awarded at least 110 land titles to qualified program participants from the Llano Homeowners Association Federation in Caloocan City.

“These activities demonstrate the continuing momentum of the Expanded 4PH program,” Aliling said.

“In line with the directive of President Marcos Jr., DHSUD and our shelter agencies will intensify our efforts to advance this initiative that fulfills the dreams of many Filipino families,” he added.

Meantime, Senior Undersecretary Eduardo Robles Jr., SHFC president and CEO Federico Laxa and NHA general manager Joeben Tai attended both ceremonies alongside local officials.
