The state weather bureau, PAGASA, monitored two weather disturbances on Monday afternoon, August 3, 2026: Tropical Depression Luis inside the Philippine Area of Responsibility (PAR) and Typhoon Dolphin outside the PAR.

Tropical depression “Luis” and the enhanced southwest monsoon have displaced at least 6,316 families across the Philippines, forcing class suspensions, halting sea travel, and threatening low-lying communities with widespread flooding, officials said Monday.
According to a 6 a.m. situation report from the Office of Civil Defense (OCD), the displaced families were recorded in the Bicol Region, Zamboanga Peninsula, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), where seven areas remained flooded.
The agency has not recorded any deaths, injuries, or missing persons related to the storm, though details on the total number of evacuees and extent of property damage are still being compiled.
In its 11 a.m. bulletin Monday, state weather agency Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) placed parts of northern Luzon under Tropical Cyclone Wind Signal No. 1 as the system slightly weakened while moving northwestward over the Philippine Sea east of Isabela province.
The storm center was located near Aurora province, packing maximum sustained winds of 55 kilometers per hour with gusts up to 70km/h.
Working in tandem with the southwest monsoon, locally known as habagat, the weather disturbance is expected to bring heavy rainfall throughout the week to Metro Manila, the Ilocos Region, Central Luzon, Calabarzon, Mimaropa and the Cordillera Administrative Region.
Maritime operations faced severe disruptions, with sea travel suspended across nine ports in Calabarzon and Bicol. The cancellation of nine sea trips left 477 passengers, 47 rolling cargoes, and five vessels stranded.
Local government units across Luzon ordered school closures in response to the inclement weather.
In Baguio City, classes were suspended from preschool to senior high school in both public and private institutions.
Similar class suspensions were announced in Tabuk City, Kalinga, and in the municipality of Sablan, Benguet. Signal No. 1 remains hoisted over eastern and southern Apayao, eastern Kalinga, eastern Mountain Province, and eastern Ifugao.
Over at Tuba, Benguet, Mayor Clarita P. Sal-ongan advised residents in high-risk areas to prepare emergency supplies and coordinate with local officials for potential preemptive evacuations.
Municipal authorities temporarily suspended all water-related activities and small-scale mining operations while urging tourists to postpone nonessential travel.
PAGASA also issued Flood Advisory No. 1 on Monday, warning of possible rainwater ponding and coastal flooding in the Pampanga River Basin and Delta areas, which affect low-lying sections of Pampanga and Bulacan.
In Cabanatuan, Nueva Ecija, Mayor Myca Vergara instructed local disaster councils to continuously monitor Pampanga River water levels in coordination with neighboring district offices, while authorities in the nearby town of Laur urged residents to avoid erosion-prone areas and use emergency hotlines if necessary.
Additionally, PAGASA issued a Yellow Heavy Rainfall Warning for five towns in Aurora province: Baler, Dingalan, Dipaculao, Maria Aurora, and San Luis. Neighboring municipalities, including Casiguran, Dilasag, and Dinalungan, experienced light to heavy rainfall.
Disaster management offices across all affected provinces have been instructed to maintain close monitoring as authorities urge residents in low-lying and mountainous areas to stay vigilant against potential flash floods, landslides and mudslides.
