For years, the perennial threat of seasonal flooding has weighed heavily on the city's coastal and low-lying areas.

In response, Aguilar has spearheaded "Oplan Kontra Baha," shifting the city's disaster prevention approach from reactive emergency response to proactive, macro-level infrastructure

In a display of collaborative governance, Aguilar recently led a joint inspection of Tuntong Creek alongside Congressman Mark Anthony Santos and Department of Public Works and Highways (DPWH) Secretary Vince Dizon.

Recognizing that mitigating flood hazards requires difficult choices, the administration is coordinating the relocation of 500 to 1,000 families living dangerously along the creek's edge.

This expansion of the waterway is paired with a strict pledge from Mayor Aguilar and the national government to provide affected families with decent, orderly relocation sites, ensuring public safety never comes at the cost of human dignity.

This newfound synergy with national agencies has also unblocked critical, long-delayed infrastructure projects. A prime example is the flood mitigation project along Marcos Alvarez Avenue in Barangay Talon Singko, which had been stalled for nearly two years due to a prior lack of local government coordination.

Under Aguilar's decisive management, the city mended these bureaucratic gaps, allowing the DPWH to fast-track construction for completion by the end of June 2026.

This vital corridor upgrade is reinforced by extensive, localized ground operations led by the City Environmental and Natural Resources Office (CENRO), which continuously clears drainage networks across key areas, including Sta. Cecilia Village, Doña Macaria Street, F. Ocampo Avenue, and parts of BF International-CAA.

While fortifying the city against climate risks, Mayor Aguilar is simultaneously pioneering an accessible, multi-tiered healthcare ecosystem. The physical manifestation of this vision is celebrated in the recent blessing and opening of the newly upgraded laya Health Center.

Under the guidance of Mayor Aguilar and Vice Mayor Mel Aguilar, the facility was transformed from a cramped, one-story room inside the barangay hall into a state-ofthe-art, two-story medical complex serving over 7,400 residents.

The modernized center now boasts specialized laboratory and isolation rooms, dental clinics, and examination spaces designed to decentralize quality care.

On the mobile front, the city's Health and Wellness Caravan continues to bring comprehensive clinics directly to the grassroots, delivering thousands of free medical consultations, lab tests, chest X-rays, and ECGs to local communities like Barangay Talon Kuatro.

Recognizing that public health extends beyond physical medicine, the administration has placed mental health advocacy at the forefront of its social agenda.

The city's Mind Matters Fair Caravan, hosted at the Aguilar Sports Complex, brought together civic organizations, youth leaders, and persons with disabilities to actively dismantle the stigma surrounding mental illness and open clear pathways for psychological support.

Simultaneously, the city's Veterinary Services Office is actively conducting community-wide anti-rabies vaccination

drives for pets, while the City Health Office has secured the integration of newly appointed leadership to maintain peak operational standards across all local medical programs.

This institutional excellence is systematically felt across all sectors of local society. Mayor Aguilar's governance has successfully modernized civic data access, introducing a streamlined QR-code system that allows senior citizens to easily apply for and secure their city identification cards online.

For families requiring legal or documentation guidance, the local Civil Registry partnered with the Integrated Bar of the Philippines to bring free legal aid clinics into accessible public commercial spaces.

Protecting the city's youngest demographic also remains a primary hallmark of the current leadership, earning Las Piñas the highest "Ideal Functionality" rating from the Department of the Interior and Local Government in its Local Council for the Protection of Children assessment.

Even amid rapid modernization, Mayor Aguilar remains deeply attuned to the daily economic struggles of her constituents. Under the "Bawat Bayan Makikinabang Program," she personally oversees the distribution of 10-kilo rice subsidies to cushion families from inflation.

Furthermore, the Las Piñas Anti-Drug Abuse Office has reimagined rehabilitation by pairing anti-illegal drug symposiums with practical livelihood training - such as liquid dishwashing soap manufacturing workshops - transforming advocacy into tangible avenues for self-sufficiency.

From signing clean-energy agreements with the Department of Energy to secure solar-powered public buildings, to reinforcing city security through synchronized strategy meetings with the Southern Police District, Mayor April Aguilar is orchestrating a masterclass in holistic governance.

By intertwining structural resilience with compassionate, human-centric public service, she is building a safer, healthier, and profoundly more sustainable Las Piñas for generations to come.
