Angono council suspends barangay chief six months
The six-month suspension comes after Intalan figured in a viral video that allegedly showed payroll padding in Barangay Kalayaan.

The municipal council of Angono, Rizal, has suspended a barangay chairwoman for six months after finding that she allegedly failed to present documents showing that the use of barangay funds complied with government regulations.
In a 12-page decision on a complaint filed by council members of Barangay Kalayaan, the municipal council found Barangay chairwoman Annaliza Intalan administratively liable for neglect of duty, misconduct and abuse of authority.
According to the complaint, Intalan repeatedly refused to release disbursement vouchers, financial statements and bank records covering 2023 through the early part of this year.
During hearings conducted by the committee on ethics and good governance, barangay council members alleged that Intalan pressured them to sign a financial report without supporting documents showing how and where barangay funds had been spent.
When the councilors requested the supporting attachments, Intalan allegedly refused. She maintained that the accusations against her were politically motivated.
Separate statements submitted by Councilors Roberto Vasquez, Josielyn Ebitner, Fernando Serrano, Edwin Eusebio and Erwin Ezer also alleged that Intalan released barangay funds without the required resolution from the Sangguniang Barangay.
The councilors likewise questioned the alleged absence of a competitive bidding process for several barangay programs and projects.
They also alleged that in 2025, Intalan compelled members of the Sangguniang Barangay to sign documents responding to a Final Notice of Disallowance issued by the Commission on Audit.
After reviewing the testimonial and documentary evidence, the committee found Intalan guilty of three administrative offenses.
“After a careful evaluation of the testimonial and documentary evidence on record and upon a majority vote of eight out of nine members, the committee finds substantial evidence to hold the respondent [Intalan] administratively liable,” the decision stated.
