Angono village chief suspended over fund irregularities

The municipal council of Angono, Rizal, has officially suspended a barangay chairwoman after she failed to present documents proving that the use of barangay funds complied with government regulations.
In a 12-page decision on the complaint filed by council members of Barangay Kalayaan, Barangay Chairwoman Annaliza Intalan was meted a six-month suspension after being found administratively liable for neglect of duty, misconduct, and abuse of authority.
According to the complaint, Intalan repeatedly refused to release disbursement vouchers, financial statements, and bank statements covering 2023 through the early part of this year.
During hearings conducted by the committee on ethics and good governance, barangay council members alleged that Intalan pressured them to sign a financial report that lacked supporting documents showing how and where barangay funds had been spent.
When the requested supporting documents, or "attachments," were sought, Intalan allegedly refused to provide them, insisting that the allegations against her were "politically motivated."
Based on the separate statements of Councilors Roberto Vasquez, Josielyn Ebitner, Fernando Serrano, Edwin Eusebio, and Erwin Ezer, Intalan allegedly released barangay funds without the required resolution from the Sangguniang Barangay.
The council members also cited the alleged failure to conduct public bidding for several barangay programs and projects.
In 2025, Intalan allegedly compelled members of the Sangguniang Barangay to sign documents responding to a Final Notice of Disallowance issued by the Commission on Audit.
After reviewing the testimonial and documentary evidence presented during the committee hearings, the municipal council found Intalan guilty on three administrative charges.
“After a careful evaluation of the testimonial and documentary evidence on record and upon majority vote of eight out of nine, the committee finds substantial evidence to hold the respondent [Intalan] administratively liable,” an excerpt from the council's decision stated.
The decision imposes a six-month suspension on Intalan, who previously figured in a viral video involving allegations of payroll padding in Barangay Kalayaan.
