The Philippine National Police (PNP) seeks to enhance collaboration with the Department of Education (DepEd) to encourage weekly police participation in school flag-raising ceremonies and educational activities as part of efforts to cultivate safer campuses and deter crime through sustained visibility and engagement.
PNP chief Police General Jose Melencio C. Nartatez Jr. said the initiative builds on an existing practice that he implemented during his previous assignments as regional director of Police Regional Office in Calabarzon (PRO 4A) and the National Capital Region Police Office (NCRPO), as well as during his service as provincial director and chief of police in various areas.
This is in line with the directive of President Ferdinand “Bongbong” R. Marcos Jr., through the guidance of DILG Secretary Jonvic Remulla, to strengthen school safety measures and promote closer collaboration among government agencies, local governments, schools, parents, and community stakeholders.
Goal is to build trust
“Our goal is not to police the classroom but to build trust and provide a sense of security. When students regularly see police officers during flag ceremonies and school activities, they are reminded that law enforcement is part of the community, and that police are always ready to help,” Nartatez said.
The proposal gained attention following the 22 June shooting incident inside a school in Tacloban City that claimed the lives of at least three students. As the PNP reviews security measures in schools, PGEN Nartatez stressed that regular police visibility can serve as both a deterrent and a bridge between law enforcers and the youth.
According to Nartatez, police officers who participate in flag ceremonies often help lead students in reciting the “Panatang Makabayan” and engage with learners before returning to their regular assignments.
