According to PCCI, reforms implemented under Nepomuceno’s leadership have accelerated the Bureau of Customs’ (BoC) digital transformation efforts while tightening controls against smuggling and illicit trade.
Increased investors’ confidence
The organization noted that these initiatives have contributed to a more predictable trading environment and increased confidence among investors.
The Bureau also posted strong enforcement results last year, seizing nearly P61.7 billion worth of smuggled goods in 2025 while continuing to surpass revenue collection targets.
“Commissioner Nepomuceno’s recognition is a win not only for the BoC but for the entire business community,” said PCCI President Perry Ferrer. “His reforms have created a more transparent, predictable, and fair trade environment — one that strengthens investor confidence and supports inclusive economic growth.”
Business groups likewise credited the customs chief for backing efforts to revive a proposed Joint Administrative Order regulating shipping charges, a policy long advocated by the private sector to address high logistics costs and improve the competitiveness of local enterprises.
PCCI said lower logistics expenses could help businesses operate more efficiently while easing the burden on consumers through more affordable goods.
