

The Department of Human Settlements and Urban Development (DHSUD) has stepped up the implementation of the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, with at least 30,000 individuals in Bulacan set to benefit from an ongoing housing project in the province.
Housing Secretary Jose Ramon Aliling on Saturday led the ceremonial turnover of units at the Sta. Maria Highlands development in Barangay Catmon, where more than 1,000 working-class beneficiaries initially received certificates and symbolic keys.
The project, supported by the Pag-IBIG Fund, consists of 33 multi-storey buildings designed to generate 11,016 condominium-type housing units upon completion. The development includes modern common facilities and open spaces as part of the government’s push for sustainable vertical housing communities.
“Sta. Maria Highlands is another testament to the continued rollout of President Marcos Jr.’s Expanded 4PH program. We are steadily awarding housing units in different parts of the country,” Aliling said in Filipino.
“In line with the President’s directive, DHSUD will further speed up processes so that more Filipino families can achieve their dream of owning a decent, safe and affordable home,” he added.
During the visit, Aliling inspected a completed 14-storey building and unveiled the project marker, underscoring DHSUD’s commitment to fast-track housing delivery in partnership with local government units and financing institutions.
Joining the housing chief were Senior Undersecretary Eduardo Robles Jr., head of the Expanded 4PH Project Management Office; Pag-IBIG Fund Deputy CEO Alex Aguilar; Regional Office 3 Director Richard Manila; and other DHSUD officials.
The Expanded 4PH program forms part of the Marcos administration’s flagship housing initiative aimed at addressing the country’s housing backlog through large-scale, government-led developments nationwide.
