Senator Francis Escudero is urging the Senate Committee on Energy to take up Senate Bill 498, a measure designed to provide broader protections and benefits for workers in the country’s power sector.
Escudero made the call following Meralco’s announcement of a P0.2226 per kilowatt-hour increase in February electricity rates, which is expected to raise household bills by around P45 for an average consumer.
While acknowledging the impact on consumers, Escudero emphasized the importance of considering the welfare of the workforce that keeps the power grid running reliably.
“Consumers are burdened by rising rates, but the linemen and frontliners who keep the grid running face risks and inadequate safeguards. SB 498 seeks to address this gap,” Escudero said.
The bill, which Escudero authored, aims to institutionalize benefits and protections for power workers, including linemen who often serve as first responders during typhoons, earthquakes, and brownouts.
Escudero noted that ensuring their safety and welfare is crucial not only for their morale but also for stable electricity service and cost efficiency for consumers.
“Behind every kilowatt-hour is a workforce exposed to hazards. Protecting them is part of ensuring that the system remains efficient and cost-effective,” he added.
Escudero also linked the measure to the country’s ongoing energy transition.
“As we expand solar, wind, and other renewable projects, we need a skilled and secure workforce to integrate these into the grid. Protecting workers is part of future-proofing our energy system,” he said.
Currently pending committee hearings, the bill awaits consideration by the panel chaired by Senator Pia Cayetano. Escudero expressed hope that the discussions would prioritize both fair consumer rates and the security of power sector workers.
“In the end, protecting workers is protecting consumers,” Escudero said. “SB 498 ensures that the people who keep the lights on are not left in the dark when it comes to benefits and security.”
