The Department of Human Settlements and Urban Development (DHSUD) conducted simultaneous regional summits and town hall meetings with homeowners associations (HOAs) across the country, underscoring its push for stronger community governance and closer engagement with housing stakeholders.
The activities, held as part of the agency’s seventh anniversary celebration, gathered HOA leaders in CALABARZON for the HOA Summit and Stakeholders’ Forum 2026, while town hall meetings were simultaneously carried out in Regions VII, X and XI.
DHSUD said the initiative aligns with the directive of Ferdinand Marcos Jr. to bring government services closer to communities, as well as the guidance of Secretary Jose Ramon Aliling to proactively engage housing stakeholders.
“Alinsunod sa direktiba ng Pangulo, hindi dapat naghihintay ang pamahalaan na puntahan tayo ng taumbayan—tayo na ang lalapit sa kanila. Patuloy nating palalakasin ang ating HOAs upang maging epektibo at malakas na haligi ng ating mga komunidad,” Aliling said.
In CALABARZON, DHSUD Regional Office 4A convened HOA officers, federation leaders and partner agencies to discuss laws and regulations affecting associations, clarify compliance requirements, and address governance concerns. Consultation booths were also set up in coordination with agencies including Meralco, the National Water Resources Board, Pag-IBIG Fund, the Data Privacy Commission and the Human Settlements Adjudication Commission.
Parallel town halls in Cebu, Cagayan de Oro and Davao tackled election procedures, transparency issues, member participation and compliance updates.
Undersecretary Roman Nicholo Molina of the HOA and Community Development Bureau said strong, transparent and participatory HOAs are vital to building resilient communities, adding that similar engagements are scheduled in Central Luzon and Metro Manila.
Aliling stressed that empowering HOAs remains central to DHSUD’s mandate.
“Hindi lamang tayo nagtatayo ng mga bahay—nagtatatag tayo ng mga pamayanang may maayos na pamamahala,” he said, reaffirming continued dialogue and capacity-building efforts nationwide.
