Police have arrested a 32-year-old foreign national and a Filipino interpreter in connection with a violent killing in Pasay City, days after a blue drum containing human remains was discovered in Manila.

Philippine National Police (PNP) Chief Police General Jose Melencio Nartatez Jr. announced the arrests Thursday, describing the resolution of the case as a milestone for the agency’s investigative units. The investigation began 15 February following the discovery of the drum, which investigators eventually traced back to a condominium unit in Pasay City.

The principal suspect, a foreign national, and his 64-year-old Filipino accomplice were apprehended in separate operations this week. Authorities used CCTV footage, vehicle tracking, and intelligence work to reconstruct the events leading to the victim’s death.

The interpreter was arrested during an early-morning operation, while the principal suspect was taken into custody the following day at a hotel in Parañaque City.

“From the recovery of the drum to the arrest of the suspects, every step was deliberate and supported by evidence,” Nartatez said. “Because of your fast and orderly coordination, no one will escape accountability. Justice is swift, honest and impartial.”

Both suspects are currently in police custody and face murder charges under Article 248 of the Revised Penal Code.

Nartatez credited the arrests to the PNP’s “Enhanced Managing Police Operations,” a systematic approach to criminal investigation and inter-agency cooperation. He assured the public that the police remain committed to evidence-based action to ensure that no details are overlooked in violent crimes.

“We want to convey to the public that through an orderly and systematic process, we do not miss any detail,” Nartatez said. “We will ensure that everyone responsible is held accountable.”
