

BAGUIO CITY — During the flag rites at the Baguio City Hall on 16 February 2026, Mayor Benjamin Magalong stressed that the campaign to protect children against online sexual abuse and exploitation must go beyond paperwork and words and be actively implemented.
The City Government of Baguio received a copy of a manual focused on the campaign. The Department of Justice (DOJ), through DOJ Assistant Secretary for the Inter-Agency Council Against Trafficking (IACAT), turned over the document to the local government unit (LGU) to localize and strengthen protection against online sexual abuse and exploitation of children (OSAEC).
Mayor Magalong emphasized that the rapid advancement of digital technology has created new vulnerabilities for the youth, requiring a more proactive and organized defense from the local government. He described the manual as a vital tool for social workers, law enforcement, and community leaders to better navigate the complexities of digital crimes.
He pointed out that the anonymity provided by the internet allows predators to reach children even within the perceived safety of their homes, making a swift and well-coordinated response necessary.
The manual serves as a standardized guide, ensuring that every responder in Baguio City knows how to identify potential abuse, conduct rescue operations, and properly handle sensitive data involved in these cases.
Magalong highlighted the importance of grassroots involvement, particularly from barangay officials, who are often the first to notice changes in their neighborhoods. He stated that the safety of the city's children is a non-negotiable priority and that Baguio’s pursuit of becoming a smart city must include robust digital safety measures. The manual is intended to bridge the gap between technology and security, providing a clear roadmap for the City Social Welfare and Development Office (CSWDO) and the police.
The mayor also reminded the public that while the government is providing the legal and operational framework for protection, the cooperation of parents and guardians is essential. He urged families to be vigilant about their children's online activities, noting that a unified front between the community and the government is key to preventing digital predation.
The launch of the manual is considered a significant step in the city’s long-term commitment to child welfare and digital safety.
