TABUK CITY, Kalinga — The Province of Kalinga has formally adopted Department of Social Welfare and Development Secretary Rexlon Ting Gatchalian as a son of the province, bestowing on him the name “Dulliyaw,” a revered title associated with a historic Kalinga chieftain.

The honor was conferred through a resolution passed by the Sangguniang Panlalawigan, citing Gatchalian’s leadership and commitment to public service, particularly his stewardship of the DSWD and its social protection programs for marginalized sectors and Indigenous Peoples.

“Dulliyaw” refers to a traditional Kalinga leader known for maintaining peace and communal harmony through customary law. Provincial officials said Gatchalian’s approach to governance reflects these values and mirrors the leadership qualities upheld by the Kalinga people.

The adoption was formalized through a tribal ceremony during the province’s “Mangili Night,” a program held to honor distinguished guests and visitors. During the ritual, Gatchalian was presented with traditional Kalinga attire, signifying his acceptance into the community.

Provincial officials said the ceremony also affirms Gatchalian’s responsibility to uphold Kalinga values. As an adopted son of the province, he is now recognized under the Bodong, or peace pact, customary laws.

Gatchalian, in turn, vowed to stand with the people of Kalinga and help raise their concerns to the national government.

The “Mangili Night” formed part of the celebration of Kalinga’s 31st founding anniversary and the 7th Bodong Festival.
