The Commission on Higher Education has partnered with the World Bank to undertake a comprehensive functional review aimed at assessing the agency’s structure, staffing, and core functions to ensure alignment with its mandate and expanding responsibilities.
The initiative was discussed during a meeting on 30 January led by CHED Chairperson Shirley Agrupis, together with CHED commissioners and directors, and a World Bank team headed by lead economist Tara Beteille.
The review will examine staff qualifications and map critical workflows to strengthen quality assurance mechanisms and meet regulatory demands in support of more than 2,000 higher education institutions and about 5.4 million students nationwide.
Agrupis underscored the need to align staff competencies with assigned roles to ensure efficient and effective public service delivery. The review will also assess potential overlaps in functions between CHED and other government agencies.
Anchored on the ACHIEVE Agenda, the collaboration reflects CHED’s commitment to stronger governance, smarter systems, and improved public service delivery.
