

Mayor Francisco “Isko Moreno” Domagoso announced Monday the release of P155.04 million in allowances and subsidies for more than 26,000 public school teachers, students, and uniformed personnel.
Speaking during the flag-raising ceremony at Manila City Hall, the mayor said the bulk of the funds — amounting to P69.8 million — will go toward the quarterly allowances of 11,633 public school teachers. The payments cover the period from October to December 2025 and are expected to be distributed this week.
In addition to teacher benefits, the city is releasing P9.68 million for 6,452 Grade 12 students. Domagoso cited that the city remains focused on sustaining education support while carefully managing its finances, adding that the releases reflect gradual improvements in Manila’s fiscal position.
The mayor also detailed subsidies for the city’s higher education institutions, allocating P26.03 million for 8,675 students at the Pamantasan ng Lungsod ng Maynila and P11.10 million for 5,551 students at the Universidad de Manila.
Domagoso explained that he established these ordinances in 2019 to ensure that even basic costs like transportation do not prevent financially challenged students from attending class.
Public safety and law enforcement sectors will also receive significant support.
The Manila Police District is slated to receive P26.03 million for the fourth quarter of 2025, while P2.76 million has been allotted for the Manila Fire District. Further allocations include P3 million for 400 personnel of the Bureau of Jail Management and Penology and P150,000 for the Philippine Drug Enforcement Agency.
The total disbursement across the education, public safety, and law enforcement sectors reaches P155.04 million and Domagoso said he was pleased to provide financial assistance to nearly 26,000 individuals, including students and government employees, through the city’s latest spending package.
