BuCor completes procurement, resource management workshops

The Bureau of Corrections (BuCor) has wrapped up two major workshops aimed at strengthening procurement, resource management, and accountability within the agency, Director General Gregorio Pio Catapang Jr. said Thursday.

Held on 26 and 27 January 2026, at the New Conference Room of BuCor’s national headquarters in Muntinlupa City, the workshops focused on improving systems critical to operational efficiency and long-term planning.

The first workshop centered on the Acquisition System and sought to translate BuCor’s capability requirements into more effective procurement solutions. The initiative aimed to align procurement processes with evolving operational needs, covering both material and non-material requirements.

Among the key outputs of the session were updated formats for the Annual Procurement Plan (APP) and the Project Procurement Management Plan (PPMP), reflecting BuCor’s push to modernize its planning documents.

Building on the initial discussions, the second workshop focused on the Resource Management System, with an emphasis on ensuring the feasibility and sustainability of BuCor’s implementation strategies.

Catapang said the session produced outputs including budget alignment, integrated planning strategies, and accountability mechanisms that will help shape the agency’s proposed Fiscal Year 2027 budget.

Discussions during the workshop underscored the importance of proper implementation planning and refined program expenditure classification, aimed at improving how resources are strategically managed and sustained across BuCor initiatives.

Both workshops were facilitated by experts from the Department of Budget and Management, Bureau-D, including Merika Joanna dela Peña-Pangan, acting chief and budget specialist, and Cloyd Vincent Ramos Pagulayan, senior budget and management specialist.

Catapang expressed optimism over the outcomes, saying the agency is now better positioned to pursue transparent, accountable, and sustainable reforms within the correctional system.

“These initiatives not only improve procurement and resource management but also set the stage for a more effective correctional system,” Catapang said.

“With the conclusions of these workshops, Bucor is signaling a new era, one focused on modernization and efficiency in its operations,” he added.

Last year, BuCor also conducted workshops on strategic planning systems and capability assessment planning as part of its broader reform efforts.
