The Bulacan Police Provincial Office (BPPO) arrested another suspect in the killing of an Association of Barangay Captains (ABC) president in Bulacan after implementing a warrant of arrest at Barangay Tres Cruces in Tanza, Cavite on 14 January 2026.
The BPPO presented suspect Ulysses Hernani Castro Pascual to Governor Daniel Fernando and Vice Gov. Alexis Castro during a press conference held at Balagtas Hall, Hiyas ng Bulacan Convention Center, City of Malolos, Bulacan.
Pascual is allegedly the primary suspect in the double murder of Board Member and ABC President Ramil Capistrano and driver Shedrick S. Toribio. The suspect is a 46-year-old police staff sergeant and resident of Barangay San Roque, Navotas City.
He was formerly assigned to the Criminal Investigation Detection Group (CIDG) in Camp Crame.
The warrant of arrest against Pascual was issued by the Regional Trial Court, Branch 11, City of Malolos, Bulacan on 20 February 2025, in connection with the double murder case, with no bail recommended.
Bulacan Provincial Intelligence Unit (PIU), Bulacan 1st Provincial Mobile Force Company, Malolos City Police Station, Navotas City Police Station, CIDG Cavite, and Tanza Municipal Police Station of Cavite took part in the operation. Seized from the suspect were a Glock 9mm 43X pistol and ammunition.
Governor Fernando urged his constituents to remain vigilant and collaborate with government agencies in keeping peace and order. The official cited that there is a P5-million reward for the arrest of the suspects.
Police Regional Office 3 (PRO3) director Police Brig. Gen. Ponce Rogelio Peñones Jr. also commended the operating units for the arrest of the Pascual, who was positively identified by witnesses to the crime and CCTV footage.
