Subic, Zambales — The Department of Public Works and Highways (DPWH) said the completion of the Subic General Hospital remains on schedule, despite delays caused by revisions to the project’s original scope and funding process.
During a press conference held in Barangay Aningway on 13 January 2026, the DPWH said plans to convert the Subic General Hospital into a level 3 facility to be operated by the Department of Health (DOH) are proceeding as scheduled. The hospital is expected to provide much-needed medical services to residents of Zambales.
DPWH officials said the pace of construction has depended largely on national government funding, noting that changes from the original plan to build a small infirmary into a higher-level hospital extended timelines and fund releases.
The hospital was initially envisioned as a 20-bed infirmary funded by the local government of Subic with a P10-million budget. In 2023, however, the DOH recommended upgrading the facility into a 74-bed level 1 hospital. The project was later placed on hold following a change in administration and a subsequent review of funding and operational plans.
Under the administration of Ferdinand Marcos Jr., the project underwent technical evaluation, design revisions, and compliance checks to meet the standards required for a DOH-operated hospital. These processes temporarily halted construction.
In May 2024, following the completion of evaluations, the DOH resumed construction with an allocated budget of P289.5 million and plans to convert the facility into a 100-bed level 2 hospital. The project site was expanded to 1.5 hectares after Hausland Group chairman Willy Tan donated an additional hectare of land on top of the original half-hectare donation.
By July 2025, funding for the hospital had reached P300 million, allowing plans to upgrade the facility to a 150-bed capacity. An additional P50 million was allocated in December 2025 for the next phase of construction.
The DPWH said it is targeting the turnover of the level 3 Subic General Hospital to the DOH by November this year. The DOH is expected to proceed with the installation of medical equipment and the hiring of medical personnel once the facility is turned over.
