Cops on high alert amid NegOr police shooting

The Philippine National Police (PNP) has ordered a nationwide audit of disciplinary records and stricter supervision of officers following a 9 January shooting in Negros Oriental where a staff sergeant allegedly killed a civilian and three fellow officers.

Acting PNP Chief Lt. Gen. Jose Melencio Nartatez Jr. said Tuesday that commanders must act decisively on minor misconduct to prevent infractions from escalating into “serious crimes.”

The order follows revelations that the suspect, Police Staff Sgt. Bonifacio Saycon, had a prior administrative record for neglect of duty after failing to appear at a court hearing.

“This highlights the necessity of commanders regularly upholding strict discipline and acting decisively on any misconduct of personnel under their direct supervision,” Nartatez told reporters.

The shooting occurred at a bar in Sibulan, where Saycon was drinking with other officers, including Sibulan Police Chief Capt. Jose Edrohil Cimafranca. Investigators said Saycon allegedly shot and killed a woman inside the establishment.

While being transported to a police station, Saycon reportedly shot and killed Cimafranca, Senior Master Sgt. Tristan Chua, and Patrolman Rey Albert Temblor.

Authorities said the group was “severely intoxicated” during the incident. Saycon has refused to give a statement, and a motive remains unclear.

In the wake of the killings, Negros Oriental Police director Col. Criscente Tiguelo was relieved of his post. He has been replaced by Col. Lito Patay as officer-in-charge. Nartatez described the move as a command decision based on accountability rather than a punitive measure.

“When there is a series of violent incidents and lapses in command and control are observed, we act decisively to protect public safety,” Nartatez said.

The deputy chief of the Sibulan police station was also relieved for filing an inaccurate blotter report that claimed the three slain officers only arrived at the bar after the civilian was shot.
