Leviste reveals P8B DPWH projects list from ‘Cabral files’

Batangas 1st District Representative Leandro Leviste revealed a P8 billion total budget covering 75 infrastructure projects listed in what have become known as the “Cabral files.”

In a social media post on 31 December, Leviste uploaded data showing the list of Department of Public Works and Highways (DPWH) projects and their respective locations, most of which are in Metro Manila and nearby areas.

Nearly 60 percent of the projects involve flood control or slope protection, while the remaining 40 percent are related to road or streetlight projects.

The individual projects carry designated amounts that collectively total P8 billion.

The projects are tagged as “OP (ES/SAP)” as the proponent in the files of the late Undersecretary Catalina Cabral for the 2025 DPWH National Expenditure Program (NEP).

Leviste said the tag resembles the acronyms for the Office of the President (OP), Executive Secretary (ES), and Special Assistant to the President (SAP). However, he said he has no exact knowledge of who the “OP (ES/SAP)” refers to, stressing that he is certain it does not refer to former Executive Secretary Lucas Bersamin.

“I personally asked them, and they said they have no knowledge of this and fully support an investigation to determine who is responsible,” Leviste said.

Leviste said he obtained another copy of the Cabral files from a separate source and verified that it was identical to the copy he had earlier received.

“Since many people already have copies of these files—within the DPWH, the Office of the Ombudsman, officials such as Senate President Pro Tempore Ping Lacson, and members of the media—I believe the complete files will eventually be made public,” Leviste said.

He added that the DPWH itself should release the full documents at the "earliest possible time to avoid speculation that something is being concealed."

The lawmaker also noted that the largest single project on the list is located in his district in Batangas, where P300 million was allocated for streetlights along the Tagaytay–Nasugbu Highway. The project was awarded to New Rich General Contractor Services & Trading Co. Inc. for P280,816,956, or P233,624 per streetlight—an issue he previously disclosed on 5 October.
