

BAGUIO CITY— The local government unit (LGU) of Sadanga, Mountain Province has asked a local media organization to take down an article and social media posts about the alleged involvement of a municipal official in the killing of a dog.
A message reportedly sent by the LGU requested the removal of the post titled “viral video of dog killing ignites outrage in Mountain Province,” saying the “circulating information is causing unnecessary distress” and that the matter should be handled by the families involved. The LGU appealed for “kindness and cooperation” to prevent further misunderstanding.
The incident, recorded on CCTV on December 4, 2025, involved the killing of an American pitbull and has placed the alleged official under possible investigation for violations of the Animal Welfare Act of 1998 (Republic Act No. 8485), as amended by RA 10631. The law prohibits cruelty and the killing of animals except under specific circumstances. If found liable, the individual may face penalties, including imprisonment and fines.
Beyond possible criminal charges, the official could also face administrative accountability under the Local Government Code of 1991 (RA 7160). Public officials are mandated to uphold public trust, and acts of cruelty that provoke public outrage may constitute misconduct or oppression—grounds that could lead to suspension or dismissal.
Concerns Over Press Freedom
The LGU’s request has also raised concerns over press freedom and the public’s right to information. Media organizations argue that reporting on incidents involving potential misconduct by public officials is part of their mandate to uphold transparency and accountability in governance.
