The Land Transportation Office (LTO) issued a show cause order for social media personality Norman Mangusin, who also goes by the name Francis Leo Marcos, to appear in a hearing at the LTO Intelligence and Investigation Division at the LTO Central Office in Quezon City.
In the video, Mangusin was seen driving while not wearing a seatbelt and using his cellphone, all while the vehicle he used was not registered and had a fake plate.
The following violations are being placed on Mangusin: failure to attach an authorized motor vehicle license plate, mandatory use of seatbelt, distracted driving, reckless driving and improper person to operate a motor vehicle. He was ordered to submit a verified comment or explanation.
In a Facebook post, the agency said that it will temporarily suspend the driver’s license for 90 days.
LTO highlighted that the acts endanger other motorists’ lives as they are considered distracted driving.
