ICI chief announces Singson resignation, recommends cases vs officials

Independent Commission for Infrastructure (ICI) Chairman Justice Andres Reyes Jr. on Wednesday said Secretary Babes Singson has resigned.

Reyes made the announcement as he revealed a broad set of recommended criminal and administrative cases against several former officials, lawmakers, and private individuals linked to alleged corruption in infrastructure projects.

He said Singson’s resignation will take effect on 15 December 2025, though it may be extended until 31 December.

In his letter, Singson cited the “very intense and stressful” nature of work at the ICI, saying it had taken a toll on his “aging body.”

Reyes said the commission is recommending the filing of cases—including direct or indirect bribery, corruption of public officials, plunder, and administrative sanctions—against 11 individuals: former senator Ramon “Bong” Revilla Jr.; Maynard Ngu; Carleen Villa; Gerard Opulencia; Manny Bulusan; Ruel Umali; Gene Ryan Altea; Carleen Yap-Villa; J.Y. Dela Rosa; a Mrs. Patron; and Carlo Aguilar.

He added that the ICI is also turning over new evidence that may lead to additional charges against individuals previously referred for investigation. These include former Public Works secretary Manuel Bonoan; former undersecretaries Catalina Cabral and Roberto Bernardo; former congressman Zaldy Co; Commissioner Mario Lipana; Henry Alcantara; Brice Hernandez; and Jaypee Mendoza.

The ICI chief said the commission is likewise recommending that several sitting senators be referred to the Office of the Ombudsman for further investigative review and case buildup due to the seriousness of the allegations.

The senators named were Chiz Escudero, Grace Poe-Llamanzares, among others.
