PNP seals pact with NAPOLCOM, IBP to boost police legal education

The Philippine National Police (PNP) has taken another step toward strengthening professionalism and legal discipline within its ranks through a newly signed agreement with the National Police Commission (NAPOLCOM) and the Integrated Bar of the Philippines (IBP).

The memorandum of agreement (MOA), signed on 17 November by PNP Chief P/Lt. Gen. Jose Melencio Nartatez Jr., NAPOLCOM Vice Chair and Executive Officer Rafael Vicente Calinisan, and IBP President Atty. Allan Panolong, creates a unified framework aimed at deepening the legal proficiency of police officers.

The initiative aligns with the directive of President Ferdinand Marcos Jr., carried out through the guidance of DILG Secretary Jonvic Remulla, to ensure that law enforcement agencies uphold accountability, human rights, and strict adherence to due process.

According to Nartatez, the partnership represents a deliberate move to raise the standards of policing in the country by equipping personnel with a clearer understanding of the law and its proper application in field operations.

“It arms our personnel with the knowledge they need to perform their duties with discipline, professionalism, and respect for the law,” he said.

Under the agreement, police officers will undergo enhanced legal education covering rights-based policing, lawful arrest protocols, limitations on warrantless arrests, proper delivery of Miranda Rights, chain of custody procedures, and accurate documentation for case buildup.

The program also highlights improved coordination between police officers and legal practitioners to reduce procedural errors and prevent abuses of authority.

Nartatez noted that day-to-day police engagements, from arrests to evidence handling, require sound legal knowledge to avoid lapses that may compromise investigations or violate individual rights. He emphasized that strengthening legal education safeguards both the public and police personnel.

“Sa pamamagitan ng kasunduang ito, masisiguro na ang ating kapulisan ay hindi lalampas sa itinakdang kapangyarihan at mananatiling nakaangkla ang kanilang aksyon sa batas,” he said.

The PNP expects the partnership to reinforce public trust in law enforcement by ensuring that every police officer understands and consistently applies the legal standards required in upholding peace and order.
