

The Provincial Environment and Natural Resources Office (PENRO) of Zambales has formalized the Bagsit River Integrated Watershed Management Plan (IWMP) 2025 during a meeting held at the Capitol Town of Iba, Zambales on 17 November 2025.
Governor Hermogenes E. Ebdane Jr. said the IWMP was presented to the Bagsit River Watershed Management Council (BRWMC) for adoption and implementation to ensure stronger protection of the watershed. He emphasized that the plan aims to create a more organized and comprehensive management framework that will guide future programs, policies, and strategies for effective, efficient, and long-term conservation.
The meeting was led by BRWMC Chairperson Marife L. Castillo, with Governor Ebdane serving as co-chairperson.
Formed on 22 October 2024, the BRWMC includes the Department of Environment and Natural Resources (DENR), local government units, national government agencies, and key watershed stakeholders working to maintain the health and stability of Zambales’ water resources.
Participants in the meeting included National Irrigation Authority (NIA) Project Assistant II Kristina M. Mendoza, G. Sharon Herrera and Conrado Samonte of ENROZ, G. Emmanuel Adaoag of PGDH-PPDO, Chairperson Cristina L. Dayrit of KKKKD, Donnaver Guevarra of CENRO Masinloc, TSD Miguela Ramirez of PENRO, Atty. Christopher Lawrence Monato of LGU Palauig, and OIC MENRO Yves John Bricke Akle of LGU Iba.
The Provincial Government of Zambales, led by Governor Ebdane, continues to push for significant steps toward preserving the province’s primary watersheds — a testament, he said, to the cooperation of various agencies in protecting Zambales’ natural resources.
Bagsit River, located in Sitio Dampay, Brgy. Salaza, Palauig, is a well-known natural attraction, recognized for its clear turquoise waters and lush surroundings. It is a popular spot for relaxation and is often visited as a side trip en route to Mt. Tapulao. While open to the public, certain areas collect minimal fees for entry, environment clearance, parking, and cottage use.
