QC denies UPI request to extend rally; city cites ‘incitement’ as grounds for permit revocation

The Quezon City government has denied a permit to extend the protest rally of the United People’s Initiative (UPI) at the People Power Monument (PPM) along EDSA corner White Plains Avenue on Tuesday, 18 November — despite UPI’s earlier media advisory announcing a 1 p.m. press conference.

In a letter to UPI Executive Secretary Mark Dilson Bertuldo, Retired Gen. Elmo San Diego of the Department of Public Order and Safety, furnished to the Daily Tribune and dated 17 November, said the city can no longer grant a permit and assistance to continue the rally due to violations of the original agreement.

"We regret to inform you that this office cannot grant your request to conduct the said activity as you have violated one of the terms and conditions stated in the rally permit issued to you on November 16, 2025," San Diego’s letter read.

San Diego noted that during the 17 November UPI protest rally, several personalities who spoke on stage allegedly "incited" participants through speeches and banners “to the accomplishment of any acts of sedition, rebellion or insurrection.”

"This constitutes a clear and material violation of the conditions of the permit previously granted," the letter continued.

The previous permits were valid for 16 and 17 November, authorizing UPI to use the specified roads from 8 a.m. to 10 p.m. only. However, the local government has officially denied a permit for 18 November.

Asked if the city would still allow UPI to proceed with its scheduled 1 p.m. press conference, San Diego said the group’s request had already been rejected.

"May copy na ang QCPD ng denial (of permit). Dispersal pag di sumunod (UPI)," San Diego said.

The press conference was reportedly convened by PDP official Atty. Jimmy Bondoc, who has yet to issue a statement to Daily Tribune.
