TACLOBAN CITY — Eastern Samar Gov. Ralph Vincent Evardone has placed the entire province under a state of calamity following the severe damage caused by typhoons “Tino” and “Uwan.”
The declaration came after the Provincial Disaster Risk Reduction and Management Council (PDRRMC) approved a resolution during an emergency meeting presided over by Evardone on 11 November 2025.
According to the resolution, the extent of the damage has exceeded the immediate response capacity of local government units, necessitating intervention from both the provincial and national governments.
Initial results of the Rapid Damage Assessment and Needs Analysis (RDANA) showed that the two typhoons affected 47,178 families. A total of 323 houses were destroyed while 2,529 were partially damaged.
Infrastructure losses were estimated at P29 million, while agriculture sustained P9.2 million in damage. The fisheries sector incurred P6.7 million in losses, and livestock and poultry damage reached P730,000.
Evardone said RDANA is still underway, after which a full report will be submitted to the Office of Civil Defense to formally request national government assistance.
In the meantime, the provincial government is prepared to tap its quick response fund if necessary, prioritizing immediate aid to severely affected families.
Despite the extensive damage, Evardone noted that no casualties were recorded across the province, which he attributed to swift preemptive evacuation and effective information dissemination.
