#UwanPH continues to move west-northwest over the West Philippine Sea, maintaining its strength and prompting warnings for heavy rainfall, strong winds, and coastal flooding across several parts of the country.

According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), heavy rains are expected in multiple areas, with local enhancements in coastal and upland regions. Residents in affected provinces are urged to remain vigilant as the typhoon could bring life-threatening conditions.

Severe winds and impact zones

Wind Signal warnings remain in effect, indicating varying levels of threat:

  • Signal No. 4: Significant to severe impacts from typhoon-force winds possible.

  • Signal No. 3: Moderate to significant impacts from storm-force winds.

  • Signal No. 2: Minor to moderate impacts from gale-force winds.

  • Signal No. 1: Minimal to minor impacts from strong winds.

Outside these areas, strong to gale-force gusts are expected in Palawan, Visayas, Zamboanga Peninsula, Northern Mindanao, Dinagat Islands, SOCCSKSARGEN, Davao Occidental, and Davao Oriental today. By tomorrow, gusts may reach most of Luzon, Iloilo, and Guimaras, while Wednesday could see similar conditions in Batanes, Babuyan Islands, Ilocos Norte, and Ilocos Sur.

Coastal flooding risks

PAGASA has issued a storm surge warning for low-lying coastal communities in the Ilocos Region, Cagayan Valley, Central Luzon, Metro Manila, CALABARZON, most of MIMAROPA, Aklan, and Antique, with peak surge heights potentially exceeding 3 meters within the next 12 hours. Residents in these areas are advised to take immediate precautionary measures.

Hazardous sea conditions

Coastal waters remain dangerous, with rough to very high seas reported in Luzon and Western Visayas. Mariners are strongly advised to stay in port or seek safe harbor:

  • Up to 12 meters: Seaboard of La Union, northern Pangasinan

  • Up to 9 meters: Eastern seaboards of Cagayan, Babuyan Islands, Isabela, Ilocos Sur; western Ilocos Norte

  • Up to 8 meters: Zambales, northeastern Aurora, remaining Pangasinan seaboards

  • Up to 7 meters: Batanes, Babuyan Islands, Ilocos Norte, eastern Albay and Sorsogon

  • Up to 6 meters: Western Bataan, remaining Aurora seaboards

  • Up to 4.5 meters: Parts of Quezon, Polillo Islands, Catanduanes, Camarines Norte and Sur, Metro Manila, CALABARZON, Palawan

Smaller vessels, including motorbancas, are advised to avoid venturing into the sea.

Forecast and track

Uwan is expected to move west-northwestward or northwestward in the next 12 hours and may re-intensify tomorrow. By Wednesday, it is forecast to turn northeastward toward the Taiwan Strait, where it is expected to weaken due to unfavorable conditions. Landfall over western Taiwan is projected on Thursday, 13 November.

Authorities remind the public that hazards like heavy rainfall, strong winds, and storm surges may affect areas far from the storm’s center. Residents are urged to monitor the latest PAGASA advisories and take precautionary measures seriously.
