Ilocos Norte police on highest alert ahead of #UwanPH

With only 46 days before Christmas and as Typhoon “Uwan” threatens Northern Luzon, the Ilocos Norte Police Provincial Office (INPPO) has placed all units under highest alert status and activated full disaster-preparedness measures to ensure public safety and operational readiness.

In an interview with DAILY TRIBUNE, Police Colonel Joemar Labiano, Provincial Director of INPPO, said all police units have been instructed to prioritize the safety of their families before reporting for duty, to ensure every officer can work effectively during the storm. “Let’s ensure the safety of our respective families first so we can fully perform our duties during this typhoon,” Labiano emphasized.

According to the directive, police stations across the province are now checking their Search and Rescue (SAR) equipment, including ropes, machetes, chainsaws, flashlights, generators, and communication devices. Officers have also been advised to stock up on instant food, water, and solar lights where possible. Labiano ordered all units to fill up fuel tanks of patrol vehicles and private mobility assets to ensure continuous mobility during emergencies. Tree pruning near police stations and homes has also been encouraged to minimize damage from strong winds.

He further advised the preparation of analogue two-way radios, noting that network outages could render digital radios unusable. “Those with Starlink systems are fortunate, as long as power supply is available,” Labiano added. To prevent fire incidents, residents and officers were also reminded to exercise caution when using candles during power interruptions.

As part of the province-wide operation, INPPO launched Oplan “Ag-Cecilpo,” focusing on Search, Rescue, Retrieval, Relief, and Rehabilitation activities. The directive also includes Oplan “Bandillo,” a community information campaign through barangay coordination and public advisories via social media and chat groups. Labiano confirmed that all leaves are canceled and day-offs recalled, except in life-threatening or emergency situations, as police visibility and immediate response are now crucial.

“This is a time for readiness and unity,” Labiano said. “Our duty is to protect, assist, and ensure that Ilocos Norte remains safe before, during, and after the storm.” The INPPO continues to work closely with local government units, disaster risk reduction councils, and the Armed Forces to coordinate preemptive evacuations, rescue operations, and relief logistics across the province.
