Acting Governor Dennis G. Pineda has issued Executive Order No. 35-2025, suspending face-to-face classes in all levels of public and private schools in Pampanga on 10 and 11 November 2025 due to the expected impact of Severe Tropical Storm Uwan.
The decision was made in coordination with the Provincial Disaster Risk Reduction and Management Council (PDRRMC) and the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA), which warned that Uwan is expected to make landfall over the southern portion of Isabela or northern Aurora by Sunday night or early Monday morning. The storm is forecasted to bring heavy rain and flooding to several areas of the province.
Authorities said weather conditions may deteriorate starting Sunday, potentially leading to life-threatening storm conditions in Central Luzon, including Pampanga.
The executive order noted that the suspension is “deemed to be in the best interest of all concerned.” Affected schools, following recommendations from the Department of Education (DepEd) and the Commission on Higher Education (CHED), may implement alternative learning delivery methods or execute their respective learning continuity plans.
