The Government Service Insurance System (GSIS) has opened loan applications for active members and old-age and disability pensioners nationwide following the devastation of Typhoon Tino and in anticipation of Typhoon Uwan.

"As our countrymen reel from the nationwide devastation of Typhoon Tino and as we brace for more calamities due to La Niña, the rapid financial relief for our public sector workers and retirees becomes more critical," GSIS President and General Manager Wick Veloso said.

"To support fast recovery and rebuilding, GSIS is supporting President Marcos' goal to widen and expedite access to our emergency loans for those most affected," Veloso added.

To qualify, members must be in active service, not on unpaid leave, have at least three months of paid premiums within the last six months, have no pending administrative or criminal cases, have no unpaid loans for more than six months, and must retain a take-home pay of at least P5,000 after deductions.

Old-age and disability pensioners may apply if at least 25 percent of their basic monthly pension remains after loan deduction.

New applicants may borrow P20,000, while those with existing loans may borrow up to P40,000, with the balance deducted to provide a maximum net amount of P20,000.

Members and pensioners are encouraged to apply via the GSIS Touch mobile app to ensure faster processing and disbursement. The application period is open until 7 February 2026.

The emergency loan will be repaid via salary or pension deductions over 36 equal monthly installments, with an interest rate of six percent per annum. It comes with a loan redemption insurance provision that fully covers the loan in the event of the borrower’s death, provided payments are up to date.

On Thursday, 6 November, President Ferdinand R. Marcos Jr. declared a state of national emergency due to the devastation caused by Typhoon Tino across several regions and the impact of Typhoon Uwan.

Typhoon Uwan entered the Philippine area of responsibility on Friday evening, 7 November.

According to the latest report from the National Disaster Risk Reduction and Management Council, the death toll from Typhoon Tino has reached 162, while 101 persons remain missing.

Meanwhile, the typhoon has affected 746,374 families across eight regions, with 455,362 individuals displaced.
