CAPAS, Tarlac — The local government has ordered the closure of three livestock farms in Barangays Lawy and Manga on 6 November.
The Joint Cease and Desist Order and Show Cause Order No. 01-2025 targets Tarlac Golden Dragon Piggery, Zhang Shi Piggery Farm, and Tarlac Huat Lai Piggery/Poultry Farm following complaints from residents about foul odors, increased flies, and contaminated stream water on 29 October 2025.
Earlier, the Sangguniang Bayan passed Municipal Resolution No. 148-2025, recommending the temporary closure of the farms to protect public health and the environment.
During enforcement, officials from the MENRO, POSMO, BPLO, MEO, MHO, Assessor’s Office, Legal Office, BFP, Capas MPS and the Office of the Mayor personally delivered and posted the Cease and Desist tarpaulins at the affected farms.
While the investigation continues, the local government allows food and water deliveries for the livestock but prohibits new animals or regular operations. Officers from POSMO and Capas MPS are deployed to ensure strict compliance.
