Muntinlupa launches warning system for deaf

The local government of Muntinlupa City has rolled out the country’s first citywide early warning system designed specifically for the deaf and hard of hearing, a project called the Beacon Light.

Led by the Department of Disaster Resilience and Management (DDRM), the Beacon Light uses colored LED lights installed in public areas to send immediate visual alerts for different types of hazards, including earthquakes, typhoons, and other emergencies. Once activated, the color-coded signals flash across public areas to warn residents.

Muntinlupa Mayor Ruffy Biazon stressed that the initiative emphasizes the city’s goal of inclusive preparedness.

“Preparedness should be inclusive,” Biazon said. “Through this first-of-its kind system, we’re making sure that every Muntinlupeño, especially those who cannot hear sirens or public announcements, receives life-saving warnings when it matters most.”

The pilot phase currently includes 20 Beacon Lights placed in schools, health centers, and major roads. The local government plans to expand the coverage in partnership with the Persons with Disability Affairs Office.

The new visual system complements Muntinlupa’s 17 existing Early Warning System sirens that deliver audio alerts during emergencies.
