The National Police Commission (NAPOLCOM) on Thursday announced the dismissal of Police Major Anthony France F. Ramos, an instructor at the Philippine National Police Academy (PNPA) in Silang, Cavite, after he was found guilty of grave misconduct and conduct unbecoming of a police officer.
The case stemmed from a sexual assault complaint filed by a cadet who accused Ramos of performing an act of oral sex against his will inside the latter’s quarters on 31 July 2025.
The allegations were supported by sworn statements from responding officers Police Major Jay N. Zamora and Police Captain Mark Daniel L. Maraquilla, who found the cadet distressed at the scene.
In its decision, NAPOLCOM said Ramos abused his authority as a superior officer to obtain sexual gratification, constituting grave misconduct under Article 336 of the Revised Penal Code (Acts of Lasciviousness) and a serious breach of ethical standards that brought dishonor to the PNPA and the Philippine National Police (PNP).
“The NAPOLCOM will never condone any act of sexual misconduct by anyone in the police force, regardless of rank. Major Ramos’ acts are despicable and should be strongly condemned and punished. He is unfit to continue wearing the police uniform,” NAPOLCOM chairperson Commissioner Rafael Vicente R. Calinisan said.
“Ramos was dismissed from the service, with the Commission reaffirming that acts of immorality and abuse of power have no place in the police force,” Calinisan added.
