

Senator Erwin Tulfo on Monday, 27 October, flagged the common practice of reblocking fine roads, resulting in duplication of government infrastructure projects.
During the continuation of the 2026 budget briefing of the Department of Public Works and Highways (DPWH), Tulfo said he noticed that this is a common problem in provinces.
"They will say, 'it's just finished, it's just inaugurated, then next month it will be dug again. After that, it will be dumped again and will be dug again. The same road," he lamented.
This was affirmed by DPWH Secretary Vince Dizon, saying that the agency will lay down clear guidelines and criteria for reblocking.
Dizon also announced the recent suspension of reblocking activities nationwide since 7 October.
"We will look into these projects, whether they were really damaged because they were dismantled or destroyed unnecessarily. We will have to go deeper into that investigation," he said.
Tulfo then renewed his call for a stricter audit of infrastructure projects to avoid the irregular reblocking projects in the future.
“Have you already established the control so that this does not happen again? Particularly with the Commission on Audit in the regions or district offices that will be reported?" he queried.
Dizon said that there will be a pre-audit of all the infrastructure projects, instead of providing only a post-audit. According to him, this is a reform of the processes in the agency.
