ICI sets flood control probe for mid-November

The Independent Commission for Infrastructure (ICI) on 24 October 2025 said the next hearing on alleged corruption in flood control projects will be held on either 11 or 12 November 2025.

In a television interview, ICI Executive Director Atty. Brian Hosaka confirmed the tentative schedule, noting there will be no hearings next week due to the unavailability of one of the commission’s members.

“We don’t have any scheduled hearings next week because one of our members is unavailable,” Hosaka said in Filipino. “Right now, we are looking at 11 or 12 November,” he added.

Hosaka said the commission will use the break to draft rules and guidelines for its planned livestreaming of future proceedings.

“We will take that time to draft our guidelines and rules with regard to the hearings,” he said.

Earlier, ICI Chair Justice Andres Reyes Jr. said the commission must first establish clear procedural parameters for livestreaming to ensure that sensitive information and the constitutional rights of witnesses and resource persons are protected.

The ICI, created to investigate irregularities in government infrastructure projects, has been conducting hearings on alleged anomalous flood control contracts linked to possible corruption and misuse of public funds.

Hosaka assured the public that the commission remains committed to a transparent and fair investigation, with updates to be announced once the hearing date is finalized.
