PNP cracks down on illegal fireworks makers after deadly Bulacan explosion

The Philippine National Police (PNP) has launched intensified operations against unauthorized fireworks manufacturers following a fatal explosion at a factory in Norzagaray, Bulacan, that killed two people, including a minor.

PNP acting chief P/Lt. Gen. Jose Melencio Nartatez Jr. on Thursday warned factory owners to strictly comply with safety regulations, saying police will take firm action against violators.

“To all factory owners, sumunod po tayo sa batas. Kaligtasan muna bago kita (Let’s obey the law. Safety first before profit). The PNP will not hesitate to take legal action against violators who put lives at risk,” Nartatez said.

The crackdown follows a directive from President Ferdinand “Bongbong” Marcos Jr., conveyed through Interior Secretary Jonvic Remulla, instructing authorities to ensure strict enforcement of safety rules and eliminate illegal operations that endanger lives and property.

Nartatez said the PNP is working closely with the Bureau of Fire Protection (BFP), Scene of the Crime Operatives (SOCO), and the local government of Bulacan to investigate the explosion and verify whether the factory had the required permits.

“Our local police units, in coordination with the BFP, SOCO, and the LGU, are currently gathering all necessary evidence,” he said. “We are also interviewing witnesses and reviewing the factory’s compliance documents. Rest assured, we will get to the bottom of this incident and file appropriate charges kung kinakailangan (if needed),” he added.

The explosion occurred around 11 AM on Wednesday, 22 October, at a fireworks factory in Barangay Partida, Norzagaray. The blast triggered a fire that was declared out at 11:50 AM, but firefighters later discovered the charred remains of two victims.

Initial police reports indicate that the factory was operating without proper authorization. Investigators are still determining the cause of the explosion.

“Kung mapatunayan pong lumabag sa batas ang may-ari ng pabrika, sisiguraduhin naming mananagot sila (If the factory owner will be found guilty of violating the law, they will be punished). This tragedy should never have happened,” Nartatez said. “We are fully committed to working with regulatory agencies to enforce safety standards and protect our communities.”

The PNP reminded factory owners and the public to strictly follow safety regulations, especially as the holiday season approaches.
