Central Luzon Police, NICA Strengthen Holiday Security Ties

The Police Regional Office 3 (PRO3), the National Intelligence Coordinating Agency (NICA) Region 3, and the Philippine Association of Detectives and Protective Agency Operators (PADPAO) Region 3 held a coordination meeting at the PRO3 Stakeholders Lounge in Camp Captain Julian Olivas, Pampanga, on 22 October 2025.

According to PRO3 Regional Director Police Brig. Gen. Ponce Rogelio I. Peñones Jr., the meeting aims to reinforce coordination between law enforcement, intelligence agencies, and the private security sector.

He added that the meeting seeks to strengthen security collaboration and preparedness across Central Luzon in anticipation of the upcoming holiday season.

Regional Director Ulysses A. Untalan of NICA Region 3; Dr. Jorge N. Ibarra, CSP, CSMS, president of PADPAO Region 3 and chairman of Crime Preventor Security Services Inc.; and Police Col. Marvin Bolabola (Ret.), PESE, CSP, executive vice president of PADPAO Region 3 and representative of King Taurus Security Services, were present during the meeting.

Peñones said that the meeting focused on a proposed memorandum of understanding (MOU) among PRO3, NICA 3, and PADPAO Region 3, adding that the agreement aims to enhance intelligence sharing, security coordination, and public safety mechanisms throughout the region, particularly during the high-activity months leading to the year’s end.

Under the MOU, PADPAO-affiliated security personnel will receive specialized training in first responder protocols, basic information collection, and analysis techniques. These initiatives are designed to improve situational awareness and operational coordination with government law enforcement and intelligence agencies. The program also seeks to establish one of the largest force multiplier networks in Central Luzon by integrating private security assets into government-led security frameworks.

Peñones highlighted the importance of unity in ensuring community safety, saying, “This partnership reaffirms our shared duty to ensure the safety and security of our communities. By empowering our security guards with essential knowledge and skills, we strengthen our collective ability to prevent crime and respond effectively to any threat, especially during the holiday season.”

Untalan expressed full support for the collaboration, underscoring the importance of intelligence fusion and the inclusion of private security stakeholders in national and regional safety initiatives. Ibarra and Bolabola likewise reaffirmed PADPAO’s commitment to align its programs with government agencies to advance community-based crime prevention and safety programs.

The meeting concluded with a joint commitment to finalize the MOU and roll out the initial series of specialized training sessions for PADPAO members, in partnership with PRO3’s Regional Intelligence Division and NICA 3, as part of sustained efforts to safeguard public order and security in Central Luzon.
