Cebu City Mayor Nestor Archival on Sunday proposed the construction of a Skyway starting in the city’s north district as a solution to chronic traffic congestion.
The mayor told DAILY TRIBUNE that the initial plan targets the daily gridlock along the Banilad-Talamban (Ban-Tal) area, specifically along M. Cuenco Avenue, which is one of the city’s worst traffic chokepoints.
A second Skyway is also being proposed for the south district, stretching from Bulacao to the City Center.
The project, which involves building an elevated roadway to improve connectivity, is intended to be funded through a public-private partnership (PPP).
Data from the Department of Public Works and Highways (DPWH) show that the Ban-Tal stretch handles about 65,000 vehicles during morning hours, surging to 80,000 during the afternoon rush. Authorities noted that motorcycles make up roughly 60 percent of the vehicles in the area.
Since Archival took office, the Ban-Tal area has been declared a “discipline zone,” where the Cebu City Traffic Office (CCTO) implemented stricter enforcement of traffic laws, rerouting schemes, and a citywide truck ban.
Recently, the CCTO rolled out a modified route for public utility vehicles, diverting them away from the Talamban Gym junction during rush hours.
While waiting for the Skyway project to materialize, the CCTO is also considering complementary solutions such as dedicated motorcycle lanes, improved intermodal connectivity, and smart traffic systems.
Archival stressed the importance of merging technology-driven mobility with environmental and social responsibility.
