LTO Revokes UV Express Driver's License in Commonwealth Crash

The Land Transportation Office (LTO) has fully revoked the license of the UV Express driver who rammed multiple vehicles Friday on Commonwealth Avenue, Quezon City, killing one passenger and injuring 13 others.

Following the directive of Department of Transportation (DOTr) Acting Secretary Giovanni Lopez, LTO Chief Assistant Secretary Markus Lacanilao implemented the perpetual disqualification of 51-year-old driver Rule Dela Cerna.

“We will make sure that this UV Express driver will never drive again,” Lopez said in Filipino.

The suspect was swiftly arrested by the Quezon City Police District (QCPD) and underwent a sobriety test and alcohol breath analyzer test, which both returned negative results.

Dela Cerna admitted to the QCPD and LTO that he had used drugs Thursday night, a few hours before the crash on Friday morning.

He is currently detained at the Quezon City Police District Traffic Enforcer Unit. The driver faces multiple charges, including Reckless Imprudence Resulting in Multiple Physical Injuries, Multiple Damage to Property, Anti-Drunk and Drugged Driving, and Improper Person to Operate a Motor Vehicle.

“The President is repeatedly saying that our roads and motorists must be safe from those kinds of drivers, especially since a life can be lost as a result of their irresponsible driving,” Lopez said in Filipino.
