Central Luzon’s top most wanted nabbed in Bulacan operation

CAMP OLIVAS, Pampanga — Police Regional Office 3 (PRO3) achieved a significant breakthrough in its intensified anti-criminality operations with the arrest of Central Luzon’s Top 1 Most Wanted Person during a law enforcement operation in Barangay San Roque, San Rafael, Bulacan, on 12 October 2025.
The suspect, identified as Rolando Toralba Estanislao Jr., 35, a married businessman and resident of the aforementioned barangay, was apprehended by joint operatives of the Regional Special Operations Group 3 (RSOG3) and Regional Intelligence Division 3 (RID3) at 12:05 PM.
The operation was bolstered by cyber patrol teams, which conducted social media elicitation and validation, alongside personnel from Bulacan West-RIU3, PIU Bulacan PPO, and local police stations.
Estanislao was arrested by virtue of a Warrant of Arrest issued by Hon. Theresa Genevieve N. Co, Presiding Judge of Regional Trial Court Branch 17 in Malolos City, Bulacan, for the crimes of Murder (Criminal Case No. 3006-M-2005) with no bail recommended, and Attempted Murder (Criminal Case No. 3007-M-2005) with bail set at ₱120,000.00.
In a statement, PRO3 Regional Director Police Brigadier General Ponce Rogelio I. Peñones Jr. hailed the operation as a testament to the “precision, collaboration, and unwavering dedication” of PRO3 personnel.
"We will relentlessly pursue justice for victims and ensure accountability for those who threaten peace in Central Luzon,” PBGEN Peñones emphasized, stressing the police commitment to the PNP’s Enhanced Managing Police Operations under Acting Chief, PNP PLTGEN Jose Melencio C. Nartatez Jr.
He further reiterated PRO3’s adherence to intelligence-driven, law-based policing, stressing that the arrest aligns with the task force’s mandate to dismantle criminal networks and safeguard communities.
The suspect is now under custody pending turnover to the court, marking another milestone in PRO3’s relentless campaign to uphold peace and order in the region.
