Barba secures Paoay Lake’s future as Marcos signs protected landscape law

President Ferdinand R. Marcos Jr. has signed into law a measure declaring Paoay Lake a Protected Landscape, following the passage of a bill principally authored by Ilocos Norte 2nd District Representative Angelo Marcos Barba.

The landmark legislation guarantees long-term environmental protection and sustainable management of the province’s largest natural lake, which has been a national park since 1969.

“Paoay Lake is not only a symbol of natural beauty, it is part of our identity and heritage as Ilocanos,” Barba said. “This law is a commitment to preserve this treasure for our children and their children, while promoting eco-tourism, scientific research, and community-led conservation.”

Barba highlighted the need to shield the lake from environmental degradation, illegal activities, and unregulated development. Under the new law, Paoay Lake will be managed as a Protected Landscape under the National Integrated Protected Areas System (NIPAS). The designation mandates a multi-sectoral management plan led by the Department of Environment and Natural Resources (DENR), in partnership with local governments, indigenous groups, and other stakeholders.

The law provides for the following priorities:

  • Protection of endemic flora and fauna

  • Regulation of tourism and infrastructure development

  • Promotion of environmental education and research

  • Support for sustainable livelihoods in surrounding communities

Paoay Lake holds cultural, ecological, and economic significance for Ilocos Norte. Apart from its rich biodiversity and scenic value, it has long inspired local folklore and continues to serve as a key source of livelihood for nearby communities.

“This is a law that reflects the heart of Ilocano values — stewardship, respect for nature, and a vision for the future,” Barba added. “I thank President Marcos for his support and all our fellow legislators who believed in the importance of protecting Paoay Lake.”

The measure also supports the Marcos administration’s broader environmental agenda, reinforcing the Philippines' commitment to climate resilience, biodiversity conservation, and sustainable development — with Ilocos Norte leading the charge.
