In a historic move to preserve one of Ilocos Norte’s most iconic natural landmarks, the President has signed into law a bill officially declaring Paoay Lake as a Protected Landscape, ensuring the long-term conservation and sustainable management of the lake and its surrounding ecosystem.

The newly enacted law was principally authored by Ilocos Norte 2nd District Representative Angelo Marcos Barba, who emphasized the urgent need to protect the lake from environmental degradation, illegal activities and unregulated development.

“Paoay Lake is not only a symbol of natural beauty, it is part of our identity and heritage as Ilocanos,” Congressman Barba said. “This law is a commitment to preserve this treasure for our children and their children, while promoting eco-tourism, scientific research, and community-led conservation.”

Paoay Lake, the largest lake in Ilocos Norte and a declared National Park since 1969, has long been a source of livelihood, cultural inspiration and ecological balance in the region. Its rich biodiversity and tranquil waters are steeped in local folklore and history, making it both an environmental and cultural asset.

Under the new law, Paoay Lake will be governed as a Protected Landscape under the National Integrated Protected Areas System, mandating a comprehensive management plan that will be implemented in coordination with the Department of Environment and Natural Resources, local government units, indigenous peoples and other stakeholders.

The declaration ensures conservation of endemic flora and fauna; regulation of tourism and development activities; environmental education and research opportunities; sustainable livelihood support for local communities

“This is a law that reflects the heart of Ilocano values - stewardship, respect for nature and a vision for the future,” Barba added. "I thank President Marcos for his support and all our fellow legislators who believed in the importance of protecting Paoay Lake.”

The signing of the law marks another step in the country’s broader commitment to climate resilience, biodiversity protection and sustainable development with Ilocos Norte leading by example.
