
Manila Mayor Francisco “Isko Moreno” Domagoso on Monday slammed the Department of Public Works and Highways (DPWH) and issued a cease and desist order for its planned closure of the Dimasalang Bridge’s southbound lane, citing a lack of necessary permits and a finalized traffic management plan.
The DPWH had announced its intention to close the southbound lanes for rehabilitation, which was slated to last until 15 December 2025.
“Stop. Manila already has a government,” Domagoso said, stressing that the project lacked proper work clearances and permits as he also warned that if the DPWH proceeds with the project in violation of his order, he has instructed the city’s Department of Engineering and Public Works (DEPW) and the Manila Traffic and Parking Bureau (MTPB) to confiscate the agency’s equipment and impound its vehicles.
In his inaugural address after returning as mayor, Domagoso reminded both public and private sectors to coordinate with the city government before undertaking roadworks.
“Of course, we welcome your projects, but the manner they are delivered can be improved. They should not be merely dumped on us, but should first be discussed with us properly,” Domagoso said.
He also issued a stern warning to private contractors, vowing to impound vehicles or equipment left idle on roads, which he said disrupt traffic and could cause accidents.
“This is my promise: I will acetylene again the idle construction equipment on Manila’s roads,” he said, referring to a past practice of cutting up abandoned equipment.
