ZAMBOANGA CITY — Three former rebels under the care of the 6th Infantry (Kampilan) Division of the Philippine Army were granted Safe Conduct Passes (SCPs) on Wednesday, in a symbolic event held in Cotabato City.

Joint Task Force Central Commander Brig. Gen. Donald M. Gumiran said yesterday the three former rebels received their SCPs at the 2F CNX-II Building, Notre Dame Village, Rosary Heights VIII in Cotabato City.

Gumiran said two of the recipients are under the custody of the 37th Infantry (Conqueror) Battalion, while the other is under the 38th Infantry (We Clear) Battalion.

According to Gumiran, two of the recipients of the SCP were from Moro Islamic Liberation Front (MILF) and one from the Moro National Liberation Front (MNLF).

This ceremonial activity marks a significant milestone in the national government’s ongoing commitment to healing, reconciliation and the transformation of former combatants into peaceful and productive citizens.

The SCP is a tangible symbol of the government’s pledge to ensure the protection and reintegration of those who choose the path of peace.

These will allow amnesty applicants access to the amnesty program without the worry of being arrested. The document will ensure their safety and security as they wait for the result of their application.

Atty. Leah Tanodra-Armamento, chairperson of the National Amnesty Commission, said that: “The issuance of Safe Conduct Passes is a testament to our unified national effort in pursuing genuine peace and reconciliation.

“The three rebels once took up arms, but they have now chosen peace, and we, as a government, are here to support them on that journey. The amnesty process is inclusive and covers members of the MILF, MNLF and CPP-NPA-NDF who are committed to reintegration and national healing,” she said.

The Philippine government continues to call on remaining members of rebel organizations to avail of the amnesty program and be part of the peaceful development of the nation.
