DOTr: Overtime pay for NAIA immigration officers in the works

The Department of Transportation (DOTr) plans to use its funds to support overtime pay for immigration officers at the Ninoy Aquino International Airport (NAIA) to help enhance passenger services.

Under an agreement signed Wednesday with the Bureau of Immigration (BI) and the Manila International Airport Authority (MIAA), the DOTr authorized the use of the Immigration Service Charge (ISC) to cover overtime duties of BI personnel not included in the 2025 national budget.

MIAA General Manager Eric Jose Castro Ines said the agency would handle ISC disbursements in line with Civil Service Commission (CSC) rules, allowing for the grant of overtime pay or honoraria to qualified BI personnel based on prescribed rates and regulations. He did not disclose the exact amount needed.

“Included in the agreement is a ballpark estimate, which we will review and clarify. As of now, the GOCC (Government-Owned and Controlled Corporation) will still assess it,” Ines said.

“A technical working group will be formed to study how many personnel are needed. After we gather all the data, the group will work together to calculate it,” he added.

The BI, on the other hand, will provide 24/7 immigration services to support airport operations and submit a certified monthly list of officers deployed at NAIA Terminals 1 and 3.
